I've tested many of these chargers and for sure, they can't effectively charge two gadgets at the standard rate
Seriously, mine works well. I charge my phone and power bank at the same time and it works.

I sense one of those are weakened,
Also, it's very possible you've not taken your time to check the charging rate or the volume your gadgets get charged in a specific time.
