IT departments typically devote a significant amount of time and effort on projects that provide little tangible value to their customers.

I am not sure about that. Just because your customers don't see it doesn't;t mean it is not tangible. Math is one of those areas.

However, my many years around IT, Telecom, and other Communications Tech have shown me there tends to be a lot of self-licking ice cream cones, especially in government agencies.
