You are right in all aspect

If we do not take conscious steps in our businesses, no one else will do it for us

As much as some of the people we employ may or may not have our interest at heart, they sometimes do not have to be blamed

that is because as you said, most of them don't want to look stupid by asking for help in the tech or IT department so they do what they feel is important or should be done on their own. This may sometimes breach our data source or harm the company as a whole

it is, therefore, better to not leave our enterprises in the hands of the employee but in an experienced IT personnel so that they can take care of everything for us.

For sure. I have found most employees are just trying to get things done and will do what they can to get the job done. What we should be doing is looking at what is the barrier to them getting the job done and looking to work with them to break that barrier down without sacrificing necessary security.
