Although many developers might find easier to develop Android apps rather than iOS apps due to the larger invest they should made, iOS Apps tend to have a better quality than Android Apps.

Returning to why developers find easier to develop Android apps, the answer is pretty simple. iOS Apps are related to the base concept of Apple. You can not develop an iOS App in other environments rather than Mac Devices with xCode Installed. So you need to invest in App related tools.

xCode is a Software, or Software Package or a set of Development Tools, used by iOS developer to create native iOS Apps, for iOS Devices: iPhone, iPad, iPod, Apple Watch and Apple TV.

One thing that Apple care most when producing apps is UI refinement and to encourage this Apple has developed tools which are very helpful in this aspect to developers.
