This video came out yesterday and improved my understanding of the process. I don't have a proper model but this video gives me an idea:

When pressure (due to solar energy) is sufficient around the equator, the jet streams are constrained to the polar regions. When the pressure is insufficient (we have had a very long period with minimum solar flares) the streams become flabby and flop everywhere.
