Flag-shaoed trees are typical of place where strong winds blow continually from one direction, for example , on seacoasts and at the upper boundaries of forests in the mountains.
I sometimes see trees like this on the hills here. But in general, not all trees on the top are like this. I guess trees have to be predisposed to it for that to happen.

I suspect that flag shaped trees would have a tough time in areas with a heavy snow load.
