"Social Engineering" does not sound so bad, and it could even be said that laws to prohibit crimes are a form of social engineering, but perhaps the most appropriate term to look for is "Humanistic Engineering".

The thing is that "social engineering" that I've heard of refers to a more specific area of cybersecurity or IT security. It's to do with hackers (or rather "crackers") resorting to techniques that go beyond the technical part of a system, like exploiting a psychological vulnerability of a person or just tricking them. It's a controversial name though.

Yes, indeed "social engineering" can refer to that as well. I have used the term in relation to politics. Anyway, in the end I think both points of view remark the control over society. Thanks for your visit @eniolw. Best regards!
