According to the study, more than half of all deaths due to air pollution worldwide occur in just two countries, India and China, as coal-fired power plants in India and China are the biggest sources of pollution. Earlier, several agreements were reached at the global level to control environmental pollution, but they could not be implemented. An agreement was reached in 1987 in Montreal to reduce emissions of gases that damage the ozone layer. In 1990 and 1992, major global meetings were convened to make it effective and efficient. In 1992, the United Nations Framework Convention on Climate Change (UNFCCC) discussed various proposals for mitigating global warming. At the Third United Nations Framework Convention on Climate Change in Japan, more than 160 countries signed an agreement prioritizing the agenda of greenhouse gases, which contribute to global warming. The biggest reason is that their emissions will be kept to a minimum, but since February 2005, when it came time to implement the agreement, the United States has refused to ratify it. China, the largest emitter of carbon, China has set a target of reducing its coal production by 500 million tonnes by 2024, while the United States has indicated it will implement it by 2019. It has also decided to reduce dioxide emissions by 60%.
According to a report, India and Pakistan alone emit 1.5 billion tonnes of greenhouse gases annually. Pakistan, India and some Gulf states have asked for a respite until 2028. Although the effects of climate change affect both developed and developing countries, most of these changes are faced by developing countries, largely due to the fact that these countries pay less attention to it due to development and trade.
