I don't believe Jack Dorsey ever wants to do true decentralization. He says one thing but does another all the time. I saw the earlier clips of Tim Pool talking to Jack in Joe Rogan's show and he told them what would happen early on. Even then, the past year had wide spread censorship so I doubt would be willing to support it. He doesn't want to give up control but the backlash is too harsh this time around.

And nothing happened with the project since he announced it a year ago.
The bottom line is that he has no interest in decentralization or giving up control. That is not going change since the business model is working for him and the people like him.
