or if the USB gets tampered. Does it fit on 4.7 GB DVD-R?

Well I'm not sure haha. I'd say yes because I've put it on a 4GB drive drive a few times. However I noticed they mention it requires an 8GB drive. I'm not with it this moment so I can't check the size post-install but they say at least 8GB now. I know it used to be lower at some point.

I haven't put it on a Dvdr before, but I do recall doing that with a similar OS a few years ago, so I'm sure it's possible in some way. It would be pretty satisfying to have it on a disc too!

I looked into this and they have DVD burning option on their website. I guess it is not same as installing, the install process may let you create an encrypted storage partition but there would be no use for that on a read-only medium. I prefer read only medium for read only images because only then it's truly read only, unless one swaps the disc of course.
