Yes, the same Yusaku Maezawa who booked the first flight on Elon's future rocket, Starship.
Official SpaceX live stream of the announcement: First Private Passenger on Lunar Starship Mission (runtime 1:44:12)
Yusaku has booked this trip to the ISS on a Soyuz before Starship was even a faint possibility. He and his personal assistant will stay on the International Space Station for 12 days.
As with previous space tourism missions, Roscosmos has modified the capsule so that it can be operated by a single pilot.
The mission will launch from Baikonur, Kazakhstan.
