Did Microsoft release "Surface Mini"?

I have seen this article or rather the Microsoft Store website: https://www.microsoft.com/en-gb/d/windows-dev-kit-2023/94k0p67w7581?activetab=pivot:overviewtab showing the new dev kit (*). However, I think this device can be used as a daily driver and I do believe that soon there will be Surface ARM, or whatever it will be called.

And my first thought was that it looks like Mac Mini, just in black. Below is a Mac Mini picture for comparison:

Now the question is why I am hyped. I think that ARM processors can overtake the Intel/AMD architecture in the future. They have a better power-to-performance ratio, especially on the low end of the spectrum. And even when scaled to be competitive with the Core i9 or Ruzen 9 they might be less power-hungry. So they are the future.
Unfortunately, currently, there is no competition to Apple M processors. I know that Snapdragon has it 8c line ( or whatever it is called) but as far as I know, it is not even close to M2. I also believe that the Snapdragon will catch up to Apple's processor sooner or later. Especially since the difference between M1, M2 and M2 pro is not what you would expect from the next-generation processor.

  • A dev kit is a device designed for development purposes mainly. For example, the dev kit consoles are usually large PC which is console+. They tend to have more power and often help with debugging of the code.
