I had also dusted a few computer boards before but never seen anything like this. The dust accumulated as you have shown is very very thick. I wonder if the owner didn't even noticed it outside of the power supply fan.

If my fellow previous computer technicians who love computers would see something like this, they would definitely scold the owner for taking for granted their machine. LOL.
