You can easily see if a website is responsive or not by using your web browser. Simply resize your web browser to a smaller size and if the site is indeed responsive, then the site’s layout should scale itself so that it fits neatly to the new window’s size in real-time. The original user-experience should remain similar if not exactly the same.
