Hi thebighigg,
The seismograph is one of those inventions useful for the development of humanity. Basically, when the ground moves, the structure of the seismograph follows that motion and an inertial mass tends to remain stationary while a relative motion arises between the mass and the frame of the seismograph. That motion is then translated into an electrical signal. Regarding the Italian Luigi Palmieri, he was a fundamental pioneer of simograph technology by designing a mercury seismograph.
I'm truly honored to meet a Californian.
As for the seismicity of that area, I think it is quite high, California is on the border between the Pacific plate and the North American plate. I think in California most homes are all wood. A material that can resist earthquakes, certainly much more than concrete.
