Cutting the inflation rate to decrease the rate of creation of new Steem would also reduce the creation of Resource Credits. That wouldn’t be a problem now, but it might become a problem if the user base increased significantly.

Yes, this would be a concern and has to be considered. Of course, they could just change the factors for RCs like they have done before...
'Drastically' is the word, there are somewhere in the region of 750,000 pending account claims ready to go :)
