ah yes, I have heard this as well. The shortcut would be to get a bank account in a Thai person's name and have them give you the card and PIN. I know a few people that have had friends do this for them and the bank is very aware of what is going on but they just don't care. The bank isn't the reason why these rules exist, it is the government that feels as though they have to constantly be fiddling with the laws because: reasons.

I don’t have any Thai friends yet, but I think that they will appear – this is also a risk for a Thai and not everyone will agree.
