SCIENTISTS CAN HAVE EITHER NEGATIVE OR POSITIVE INTENTIONS
Scientific advancement as improved over time and most of these discoveries has helped the human beings to live a more improved life, as we all know and see some scientific knowledge has been helpful both positively and negatively.
However, the question of whether scientists should be held responsible for how all does use it their research is really complicated because take for example scientist who are not dependent but work for other organizations or government parastators cannot control how their scientific knowledge is used because they are being paid to do their jobs.
The only thing I can say for sure about scientist is the fact that they have a code of conduct that they follow and they must abide by it. Several career as has ethical guidelines that any research carried out most follow. In other words, scientist or any form of career is responsible for whatever is being produced. It goes against ethics that scientist should intentionally research for harmful purposes.
When some scientists do their jobs they are bosses get greedy and tend to exploit the research for their personal game. Take for instance the recently released movie Frankenstein where victor pushed for his research to be accepted by the society but was rejected. However someone came along and funded his research of giving life back to the dead person. It was going smoothly and he was dedicated and hardworking because he wanted to ensure his project was a success.
In the cause of this, Dr Victor's experiment became a national disaster when he abandoned his creation who looked up to its master. It is then safe to say that most scientists are the problem because when they are research becomes a success define the difficult to maintain and at some point it goes out of control.
In conclusion, some scientists can be held responsible for their discoveries if they have negative or harmful intentions behind their researches, but it would be difficult to hold scientists who work for other people responsible because they are being paid to do a job. Their employees would have drafted a contract when they give orders and the scientist is meant to follow.
In our contemporary world, people are so greedy for power, wealth and fame, that they utilize science to manipulate and to destroy.

You addressed this from two sides which I find valid. On one end, they can be held responsible especially when it's a personal research with no corporate or scientific body involved as working under them. But if otherwise, then such body should be blamed. And it's sad that people use science even for their selfish and wicked gain.
