Whether the fact-cheking is justified or not, Zuckerberg's motives for ending it are exactly the same as his motives when he introduced it - desire to secure support of whoever holds political power at that point.

And, from strictly practical/business perspective, any social network service would prfere community notes to fact-checking because the former is much cheaper. Zuckerberg simply does what any opportunistic businessman would do in such situation.
