I don't actually mind shorter games. I'd rather have few short really good hours than a long waste of time with just CONTENT.........
I do agree we've seen huge decline in AAA game quality!

If you play any of the $60 games from the recent years, (we call those AAA titles,) you'll notice a lot of the budget is spent on making graphics look amazing. Most of these games are dozens of hours long but a lot of that time is spent on useless stuff wasting time.
I think paying less money to developers is unreasonable. This would be very inefficient.

As for Paid More to do less. Currently, game developers are underpaid and most of the profit goes to investors. If a game needed less work to develop (less content padding, and worse graphics,) developers will be paid more for their work as long as the games sell the same amount.
